Hon. Emmanuel Fred serves as the Assistant Minister for Operations at the Ministry of Posts and Telecommunications of the Republic of Liberia. In this role, he supports the coordination and supervision of the Ministry’s operational activities across the postal and telecommunications sectors.

He works closely with technical and administrative departments to ensure that programs and projects are effectively implemented and aligned with the Ministry’s strategic priorities.

Hon. Fred plays an important role in strengthening field operations, improving service delivery, and supporting initiatives that enhance access to reliable postal and telecommunication services for citizens throughout the country.
